Our environmental consultants have a strong knowledge of current state and federal regulations, as well as procedures and policies related to conducting thorough Phase I, II and III environmental assessments. They have hands on experience in completing property transfer assessments and remedial investigations of industrial properties using American Society for Testing Materials (ASTM) and USEPA protocols. We have conducted Environmental Site Assessments (ESA) to determine the presence or absence of contamination at numerous sites in Oregon, Washington, New Mexico, Colorado and other areas. AES’s consultants have the required EPA, OSHA and DOT certifications, the Certified Environmental Inspector designation, and remain current through weekly and monthly regulatory update services and continuing education programs.

ESA’s identify, to the extent feasible, the Recognized Environmental Conditions (REC) of a particular property. We are proficient in a broad range of protocols employed in soil sampling, groundwater and surface water testing, air quality assessment, asbestos testing and waste materials/storage tank investigation, with techniques that are minimally invasive. We excel in all phases of ESA’s:

  • Phase I: AES performs Phase I Environmental Site Assessment (ESA) in accordance with the ASTM Standard Practice for Environmental Site Assessments (ASTM E 1527-13). This assessment is limited to information obtained through appropriate inquiry into reasonably ascertainable standard records of environmental, historical, and physical settings, interviews, and site reconnaissance.
  • Phase II: AES performs Phase II Environmental Site Assessments in accordance with ASTM Standard Guide for Environmental Site Assessments (Standard E-1903-11). The type of information gathered in a Phase II Environmental Site Assessments depends upon the unique characteristics of the site. Any potential hazard noted in the Phase I ESA should be further investigated and evaluated in the Phase II ESA. Appropriate site testing is performed in a series of iterations as necessary and the results are analyzed by the AES environmental consultant. Rounds of testing and analysis continue until a predetermined degree of certainty in the conclusions is realized. The results of site testing are included in the Sample and Analysis Review and Field Sampling and Analytical Results Review sections. In the Report Review section, the consultant performing the ESA concludes that either there is no reasonable risk due to contaminants or those findings confirm the presence of hazardous materials. If the site is contaminated and remediation is necessary, we will provide suggestions and recommendations specific to that site.
  • Phase III: This may consist of site clean-up or pre-demolition activities such as removal of asbestos, PCB materials or other wastes, above ground or underground storage tank removals, or management of soil and groundwater contaminated by petrochemicals, salt, leachate, radioactive wastes, metals, solvents or other pollutants. Typically, a management plan is developed from Phase II data and the required approvals, such disposal options, required permitting and other data. On completion of the work, a verification program may be required to ensure that site conditions meet remediation requirements.
